PIERRE, S.D. (AP) — Development of a trained work force must be a key part of South Dakota's economic development efforts, a national consultant said Wednesday. In a presentation to the annual Governor's Economic Development Conference, Richard Seline said development efforts are not competitive unless they focus on people and knowledge. "It's not the brick and mortar. It's the brains that go inside the building," said Seline, head of New Economic Strategies, a consulting firm based in Washington, D.C. Many scientific and technical fields are being blended, and communities must find their own niches or fields of specialty, Seline said. Science, technology and communication are key elements in economic development, he said. With advances in communication, all aspects of an industry do not have to be located in one place, Seline said. Why? Because President Obama wants to pass a bill, and apparently falling over for the Democrat’s savior is her first priority:
President Obama and congressional leaders are focusing on a plan dubbed “cap and trade,” which by 2020 would cut greenhouse gases that cause global warming to 20 percent below 2005 levels. Companies, particularly coal-burning power plants, would have to spend on technology to cut emissions or be forced to buy pollution allowances from emitters that are well below new Environmental Protection Agency standards.
South Dakota utility and cooperative managers estimate that a cap-and-trade system would increase residential electric bills a minimum of 41 percent by 2015.

Sen. John Thune, R-S.D., has joined the power industry and other Republican critics in deriding the cap-and-trade plan as a “national energy sales tax” that should be scrapped. Instead, he wants to move ahead with market-based incentives to expand the use of solar, wind and other alternative energy sources.
But Rep. Stephanie Herseth Sandlin, D-S.D., said such an approach would harm the state even more by making sure its interests are ignored, as Obama and Capitol Hill leaders are committed to passing a bill by year’s end.

Good gosh - are people thinking they’re getting a bargain by electing Congresswoman Herseth Sandlin? Because in this instance, it seems as if she’s doing little else but to slobber over the Democratic President at the expense of South Dakotans

Government spending is another important segment of the state's economy, providing over ten percent of the gross state product. Ellsworth Air Force Base, near Rapid City, is the second-largest single employer in the state.
Agriculture-related industries such as meat packing and ethanol production also have a considerable economic impact on the state. South Dakota is the sixth leading ethanol-producing state in the nation.
Agricultural production is still very important to the state's economy, especially in rural areas. The five most valuable agricultural products in South Dakota are cattle, corn (maize), soybeans, hogs, and wheat.
Another important sector in South Dakota's economy is tourism. Many travel to view the attractions of the state, particularly those in the Black Hills region, such as historic Deadwood, Mount Rushmore, and the nearby state and national parks. One of the largest tourist events in the state is the annual Sturgis Motorcycle Rally. The five day event drew over 450,000 attendants in 2006, significant considering the state has a population of only 790,000.
