The legislation reaffirms Pinnacol as a state-run entity by turning over control of the quasi-private insurer to its state-appointed board. With the committee’s approval, SB 281 will move to the House floor on Wednesday.
Pinnacol was created by the state to provide workers’ comp coverage but has functioned as a business in recent years.
Tuesday’s vote followed nearly four hours of testimony, in which lawmakers took aim at the amenities that Pinnacol’s employees enjoy. Advocates for the disabled also criticized Pinnacol for what they characterized as a bottom-line-oriented approach to serving injured workers.
“These people [Pinnacol] are out of control,” testified Ben Kramer, an attorney who represents people who are trying to collect workers’ compensation claims. “They belong to the state and need to be brought back under control.”
Mark Simon, a disabled person, said it took two acts of legislation and a Supreme Court ruling before he received his first claim from Pinnacol.

Denver, Colorado for small startup business?
