What is the best city in California to start a small business?

My friend and i are looking to start a business, we are fresh out of high school. We are looking to start a small skateshop and being from iowa we have no idea where to start looking for a good city to start out buiseness. Opinions anyone?

Small businesses fail not because of poor products, ideas and services, but because they run out of money. Yet the success of small businesses is vital to the success of the American economy. How does one go about getting a small business license?

I am in the State of Iowa and want to have my own business doing small jobs, home repairs, small carpentery jobs ect.... I have never had a business license and would like to have one so I can deduct expenses for tax purposes. Your help would be greatly appreciated
