Officials of more state investment pools are trying to reverse policies that guarantee performance bonuses even on the backs of dismal returns.
"You’re going to give a bonus to people who produce negative numbers?" asked State Board of Education member Rick Agosto, who is on the finance committee for the state’s $18 billion textbook fund. "In this environment, it’s not something we should be doing."

I need to foreclose on an investment property in Texas, what are the ramifications?

I own my primary in CA free and clear and have another investment in Arizona that is also underwater. I can afford AZ but cannot afford the Texas property but am tied to a lease from the renter for an another 9 months. I need out on Texas. I tried to sell it for the last year with no luck. Is my primary safe and what is the best way to get out without much financial penalties?
Have you thought about approaching the current tenant, see if they would be willing to do a lease to purchase? Charge them the mortgage amount, and they maintain the property, and pay taxes, you pay the mortgage, and if/when they can finance the house on their own through a bank, you sell it for what's owed.
You would just have to file with the county registrar of deeds, not sure on which paperwork to file, should be able to easily get that info.
Explain to them that otherwise you may be forced to go into foreclosure, and the bank will kick them to the curb.

Which area will appreciate the most in the next 10 years? Which area has the highest rents per dollar invested? Also which area tends to attract the best types of tennants (clean, stable employment, etc.)
I like Pflugerville a lot right now and Manor is up and coming but will take a while to appreciate. Pflugerville is ripe with homes that are selling under market and that even have renters already signed in for a long lease period thus reducing the stress of finding a tenant. If you're looking to fix up and flip, I think the areas that are appreciating rapidly are Round Rock, Pflugerville, and if you want to stay in Austin, you can't go wrong anywhere you find a property with a motivated seller. I'd say McDonalds. Houston is a fast-paced city, I live in south Texas and people are always talking about how in Houston things are GO GO GO! And since it's such a fast city McDonalds would fit right it! Subway is too slow.
