Earlier this year, Education Week magazine patted West Virginia on the back for its use of technology to improve public schools. Our state and Georgia were listed as being the best in the nation in that regard.

But machines do not educate children. They are merely tools, like old-fashioned blackboards, that teachers use to educate children. Without attention to the human factors in public schools, true innovation is not present.

Gov. Joe Manchin and other thoughtful education leaders want schools to be given more flexibility to encourage true innovation. But some state legislators aren't going along with that. They seem willing to allow West Virginia to remain stuck in the politically correct bad old days.

One of Manchin's priorities for this legislative session is the School Innovations Zones Act. It has been described as a measure that would allow educators to improve their schools even though the innovations they want to try do not comply with existing state regulations.
