We asked mayoral candidates four questions about how they would deal with Austin's looming financial crisis. Here are their unedited responses in the order submitted:

Brewster McCracken, 43

1. American-Statesman: As mayor would you raise property taxes to help fill a 2010 budget gap or make up for declining income due to lower property values?

McCracken: No.

2. Explain what cuts you would make to deal with a budget crisis, budget gap to balance the city's 2010 budget? Please be specific, for example stating what departments or services would be cut or frozen, or both.

I would start with hiring freezes and efficiency improvements. Next, I would limit overtime, employ salary freezes and possibly employ salary reductions (if needed). All city employees should share equally in this sacrifice, including the city's public safety union members.

Over 80% of the city's budget consists of wages and benefits. In some departments, that percentage approaches 95%. That means meaningful budget cuts can only occur through reducing wage and benefit costs. There are two ways to reduce these costs: lay off employees, or freeze and/or reduce everyone's salaries. Significant lay offs would result in major service disruptions, including closing of after school programs, shutting of libraries, and cutting road maintenance. That is why I would prefer to use salary freezes and possibly salary reductions.

how did innovations in rail roads affect Texas' economy and population near the end of the nineteenth century?



The fact that the railroads were constructed and maintained made what was once a very distant place suddenly much closer to home. What would have been a 6 month journey by horse and buggy was suddenly a 5 day train ride. Goods, people, livestock and lots and lots of cheap labor poured south and into Texas, causing the economy to suddenly explode. Not to mention the discovery of Texas' famous crude oil deposits, which could be shipped throughout the U.S. by railroad.

Railroads were fundamental in the development of Texas, particularly at the end of the nineteenth century.
