Speaking at a transportation conference in Trenton, Corzine said the capital improvement program and the stimulus money will help the state move forward with mass transit expansion and long-overdue repair work.

For example, about $44 million will go toward "interim" repairs to the Pulaski Skyway in Kearny, Newark and Jersey City, including painting. Transportation officials have said the entire span may need to be replaced within the next decade, costing as much as $4 billion.

Another $130 million will go toward the final design of an $8.7 billion plan to build a second commuter rail tunnel to Manhattan and an expanded Penn Station in New York.

It also will include a $24 million resurfacing of Route 287 in Somerset County, a pedestrian overpass across Route 21 to link the New Jersey Performing Arts Center with the Newark waterfront; a $32 million connector road to Tremley Point in Linden to handle extra truck traffic from the redevelopment of brownfields, as well as bridge replacement and congestion relief projects across the state.
