Porcari, 50, said he was excited despite the challenges awaiting him in the new position. The Department of Transportation will play a key role in the president's economic recovery plan by helping to fund infrastructure projects across the country.

"I'm going to be working hard every day to implement the policies of the president and the secretary [of transportation ," Porcari said, in a phone interview. "They have built a very strong team already and I look forward to being a part of that team."

Gov. Martin O'Malley congratulated Porcari in a statement and said he will work with the nominee through the Senate confirmation and transition processes.

"John's leadership as an advocate for infrastructure investment impacts the lives of all Marylanders as they travel on resurfaced highways, restored bridges, or new hybrid buses," he said.

Mizeur: Finding a silver lining in dark clouds

Dear Neighbors and Friends,

The Speaker banged his gavel, the clock struck midnight, and the confetti came down. And so the 2009 legislative session of the Maryland General Assembly has drawn to a close.

Here’s a round-up of what happened this year.

During the last ninety days, legislators have been confronted with the country’s worst economic crisis since the Great Depression, billions of dollars in revenue writedowns, and an increasing number of Marylanders in need.

But with the help of President Obama’s economic recovery package, we increased education aid for our best-in-the-nation schools, avoided cuts to health care programs for low-income families, kept tuition at state colleges and universities stable, and preserved funding to protect and restore the Chesapeake Bay – all while maintaining our state’s AAA bond rating and a healthy reserve in our Rainy Day Fund.

Though the economic news was staggering when we arrived in January, Maryland is still standing. Despite the challenges we faced, we had the courage to make progress on several fronts.

With the strong advocacy of Governor O’Malley, we enacted some of the toughest and most restrictive standards for capital punishment in the nation and extended domestic partner benefits to the families of state employees.

We strengthened smart growth standards to direct new development towards communities with existing infrastructure and transit options and we reinforced worker protections by promoting “Fair Share” for state employees.

We also acted to protect democracy in our state. After discovering that our State Police had infiltrated the meetings of lawful advocacy groups and designated activists as terrorists, we passed legislation to protect the First Amendment so it can protect us. And we fought successfully to keep our transition to paper ballots on track.

This year, the Speaker asked me to bring my experience in health care policy to the Appropriations Committee, where I had to learn the state budget quickly. Serving on the Health and Human Resources Subcommittee, I fought to secure language that will keep our Medicaid expansion to childless adults on track, encourage health care enrollment outreach to low-income Marylanders, and protect current eligibility standards in the face of budget cuts.
